1-GW Renewable Energy Project Seen Boosting APECO Investment Drive



MANILA – The Aurora Pacific Economic Zone and Freeport Authority (APECO) is looking to strengthen the power infrastructure of the economic zone as it moves to attract more industries and investments to Aurora.

APECO President and Chief Executive Officer Undersecretary Gil Taway IV said a stable, reliable and clean power supply is essential to transforming the Casiguran-based economic zone into a strategic investment destination.

Taway made the statement Wednesday during the signing of a memorandum of understanding between APECO, Huge Energy Co., Ltd. and Dong-A Global for the development of a PHP8.2-billion renewable energy project with a planned total capacity of 1,000 megawatts (MW).

The project will combine solar power generation with a battery energy storage system (BESS) and a power substation. Development is expected to take three to four years, with construction targeted to begin in 2027 following the completion and submission of feasibility studies and other regulatory requirements.

“But before any of this can happen, there must be energy. Not just any energy but clean energy and reliable energy. This is why renewable energy is an essential part of APECO’s development strategy,” Taway said.

The project is planned to be implemented in three phases.

The first phase will involve the development of a solar photovoltaic power generation facility, BESS and power substation, with an initial target capacity of about 100 MW.

The second phase is expected to add another 350 MW of generation capacity through solar and waste-to-energy technologies.

The third phase will add approximately 550 MW, bringing the project's planned total generation capacity to 1,000 MW.

Huge Energy Co., Ltd., a Chinese solar mounting system manufacturer, will work with Dong-A Global on the project. Under the agreement, APECO will oversee economic zone development, site administration and coordination with relevant government agencies, while Huge Energy will take the lead in the project's technical and financial aspects.

Taway said the availability of sufficient power could help APECO attract a wider range of industries, including digital infrastructure and data centers, manufacturing, logistics and infrastructure-related businesses.

He also highlighted the potential contribution of reliable energy to agriculture and fisheries by supporting value-adding and processing activities within the region.

“With sufficient power, APECO can attract more industries. It can support digital infrastructure and data centers, manufacturing activities, strengthen our logistics and infrastructure ambitions, and enable value-adding activities in agriculture and fisheries,” Taway said.

He added that the renewable energy initiative could also contribute to energy security while creating opportunities for local skills development, employment and broader economic participation among communities in Aurora.

The project is subject to the completion of feasibility studies, regulatory requirements and other project-development processes before construction begins.
