Greenhouse Paradise Country Farm Envisions San Jose, Tarlac as Model for Smart, Sustainable Development

CLARK, PAMPANGA, PHILIPPINES — The development of Greenhouse Paradise Country Farm (GPCF) in San Jose, Tarlac is envisioned to become a model for circular economy-based land development, where environmental sustainability, smart agriculture and responsible use of natural resources are integrated into modern community planning.

According to Henry V. Bayubay, an environmentalist, scientist, digital advocator and Sustainable Development Goals (SDG) planner, the project presents an opportunity to demonstrate how agricultural land development can move beyond conventional development practices and establish a sustainable model for future communities.

Bayubay made the statement during an open discussion on the proposed development direction for San Jose, Tarlac, including the possibility of transforming the municipality into a Smart City–Agri-Green Sustainable Economy.

He said the concept would integrate smart agriculture, sustainable land use, renewable energy, water management, waste reduction, digital technologies and community-based economic activities into one interconnected ecosystem.

“The future of land development should not only be measured by buildings and infrastructure, but by how effectively we protect the environment, regenerate resources and create sustainable economic opportunities for communities,” Bayubay said.

Under the proposed vision, Greenhouse Paradise Country Farm would serve as a demonstration area for climate-smart agriculture, controlled-environment farming, sustainable housing, farm tourism, renewable energy and circular resource management.

The development is expected to promote an economic cycle in which agricultural wastes can be converted into useful resources, water can be recovered and reused, renewable energy can support farm and community operations, and locally produced food can be connected directly to markets.

Bayubay emphasized that the San Jose concept should place environmental sustainability at the core of development planning.

He said the objective is to establish a development framework where agriculture, technology, environment and community livelihood work together rather than operate as separate sectors.

The Smart City–Agri-Green Sustainable Economy concept could also incorporate digital platforms for agricultural production, logistics, tourism, community services and local commerce, creating a more connected and data-driven local economy.

For Bayubay, the development of Greenhouse Paradise Country Farm could demonstrate how a rural community can embrace smart-city technologies without losing its agricultural character and natural environment.

“The challenge is to create a modern community while preserving the very environment that makes San Jose valuable,” he said.

The proposed approach is aligned with the broader objectives of the United Nations Sustainable Development Goals (SDGs), particularly those involving sustainable communities, responsible consumption and production, climate action, food security and inclusive economic development.

As discussions continue, the vision is to position San Jose as a potential Agri-Green Smart Community, where sustainable agriculture and environmental protection become major drivers of local economic development.

Greenhouse Paradise Country Farm is expected to become one of the potential demonstration areas for this long-term vision, providing a practical setting where smart farming, sustainable living and circular economy principles can be tested and developed for wider application.
