Zuckerberg calls for wider AI access as Meta unveils new model



ISTANBUL – Meta CEO Mark Zuckerberg has called for advanced artificial intelligence (AI) to be made broadly accessible, warning that allowing superintelligence to become concentrated among a small number of companies, governments or institutions could create serious risks.

In a letter titled “The Future is for Everyone: The Path to a Positive AI Future,” Zuckerberg said the development of superintelligence should focus on expanding people’s capacity to create, discover and solve problems rather than simply replacing existing human work.

He outlined a philosophy centered on individual empowerment, invention and a balance of power as key foundations for ensuring AI contributes positively to society.

Zuckerberg argued that no single AI system can adequately represent the competing values, interests and aspirations of humanity. He instead advocated for a diverse AI ecosystem in which individuals, businesses, governments and multiple AI systems can provide checks and balances against one another.

“The key to a positive future for everyone is achieving a balance of power that favors individuals,” he said.

The statement came alongside Meta’s launch of Muse Glimmer, an open-weight AI model with 30 billion learned parameters designed to operate AI agents locally on consumer devices.

Unlike cloud-dependent AI assistants, the model can reportedly operate on a Mac or PC equipped with a single consumer graphics processing unit, enabling it to perform multi-step tasks without an internet connection while keeping user data on the device.

Zuckerberg also reiterated Meta’s support for open-source AI development, saying the company would resume releasing selected open-source models. He argued that broader access to advanced AI technologies could help prevent excessive concentrations of technological and economic power.

At the same time, Zuckerberg acknowledged the potential risks associated with increasingly powerful AI systems, including cybersecurity threats, biological and chemical misuse, employment disruption, government surveillance and the possibility of highly autonomous systems operating beyond effective human control.

To address the long-term risks associated with a single dominant superintelligence, he called for multiple competing AI systems and argued that computing resources should remain largely focused on serving human objectives.

He said AI alignment should help people pursue the diverse goals and perspectives present across society rather than become a mechanism for imposing a centralized set of beliefs.

Zuckerberg also urged closer cooperation between governments and major AI developers, particularly in protecting critical infrastructure from emerging vulnerabilities. At the same time, he cautioned against measures that could unnecessarily slow the development and deployment of new AI technologies.

He warned that significantly restricting US AI development could undermine the country's technological advantage over competitors, including China, with potential economic and national security consequences.

Zuckerberg’s remarks highlight the growing debate over how advanced AI should be developed and governed, particularly as technology companies move toward increasingly capable and autonomous systems.
