The program was formally launched on July 29, 2026, at the BIR National Office in Quezon City, led by BIR Commissioner Charlito Martin Mendoza together with Pasig City Mayor Victor Ma. Regis "Vico" Sotto, who joined the initiative as a guest during the ceremonial opening.
Designed to institutionalize ethics education within the Bureau, the ESACOR program seeks to strengthen the values of honesty, transparency, and public accountability among revenue officers while reinforcing the government's broader campaign against corruption in public service.
Through the initiative, the BIR aims to cultivate a culture of ethical leadership and responsible governance by equipping its personnel with the knowledge and principles necessary to uphold the highest standards of integrity in tax administration.
The agency said the ethics course forms part of its continuing organizational reforms to enhance public trust, improve service delivery, and ensure that tax collection is carried out with fairness, professionalism, and accountability.
By embedding ethical standards into the professional development of revenue officers, the BIR hopes to foster a workforce that exemplifies excellence in public service while supporting the government's efforts to build a transparent, efficient, and corruption-resistant bureaucracy.
The launch of ESACOR underscores the Bureau's commitment to strengthening institutional integrity and promoting ethical governance as it continues modernizing the country's tax administration system.
