DA-CAR Nears Completion of Cash Aid Distribution to Nearly 59,000 Farmers in Abra, Ifugao



BAGUIO CITY – The Department of Agriculture-Cordillera Administrative Region (DA-CAR) is on track to complete the distribution of cash assistance to nearly 59,000 farmers in Abra and Ifugao this month, marking the final phase of the Presidential Assistance for Farmers and Fisherfolk (PAFF) rollout in the region.

Dr. Leisley Deligen, officer-in-charge of the DA-CAR Field Operations Division, said 58,953 farmers are set to receive assistance, including 23,841 beneficiaries in Abra and the remaining recipients in Ifugao.

"We will finish the distribution this month so that we can complete the report and proceed with the rollout of PAFF assistance for high-value crop farmers, mostly in Benguet, Mountain Province, and Ifugao," Deligen said in an interview on Tuesday.

Each qualified beneficiary will receive PHP2,325 under the government's assistance program.

Deligen said distribution schedules were organized by municipal clusters to ensure easier access for beneficiaries, particularly those living in remote communities far from provincial centers.

The cash aid distribution in Benguet, Mountain Province, Kalinga, and Apayao was completed in June. In total, 96,080 farmers across Apayao, Benguet, Ifugao, Kalinga, and Mountain Province have been covered by the program.

The PAFF is part of the national government's PHP10-billion assistance fund aimed at helping farmers and fisherfolk cope with rising production costs, particularly the increasing prices of fuel and agricultural inputs.

During the payout activities, Deligen said some farmers expressed concern after learning they were not included in the list of beneficiaries.

He explained that eligibility is based on the Registry System for Basic Sectors in Agriculture (RSBSA), the government's official database used for planning agricultural programs and identifying recipients of assistance.

"When we ask if they are registered with the RSBSA, many admit they are not," Deligen said.

He urged all farmers, livestock raisers, and fisherfolk—regardless of the size of their farms or production—to register with the RSBSA to ensure they can benefit from future government programs and interventions.
