LEGAZPI CITY – A PHP 400-million facility aimed at providing shelter and support services for abused women, children, and neglected senior citizens is nearing completion and is expected to begin operations within the year.
Mayor Hisham Ismail said the Haven for Women and Children and Home for the Aged located in Barangay Estanza is now about 92 to 95 percent finished. He expressed hope that the facility will open by the third or fourth quarter.
He noted that the project was initiated during the term of former mayor and Alfredo Garbin, describing it as a significant program for the city.
The facility is expected to serve not only residents of Legazpi City but also individuals from across Albay and the wider Bicol Region who are in need of assistance.
It will cater to three vulnerable groups—women, children, and senior citizens—particularly those who have experienced abuse or have been abandoned or neglected.
Ismail explained that elderly individuals who have lost their spouses or can no longer care for themselves will be given a safe place to stay in the facility.
Built on a 5,098-square-meter property, the center will offer temporary shelter along with comprehensive care services such as therapy rooms, observation areas, and psychological support.
Once operational, the facility will be managed by the Department of Social Welfare and Development regional office.
Meanwhile, Ismail said the city government will continue improving its services after Legazpi City was ranked among the top 10 best cities in the Philippines based on the latest World Trade Index.
He emphasized the importance of maintaining effective governance, addressing community needs, and strengthening grassroots services to support overall development.
The mayor also highlighted ongoing infrastructure and rehabilitation projects, as well as continued support for partner agencies such as the Philippine National Police, Bureau of Fire Protection, and Philippine Coast Guard.
To further boost public safety, he added that the city plans to provide additional resources this year, including motorcycles for police use and two electric vehicles.
