Low-Cost Housing Under Expanded 4PH Brings New Hope to Filipino Families



MANILA – Beneficiaries of the Palayan City Township Project in Nueva Ecija, under President Ferdinand R. Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program, say the affordable monthly rates are giving families a real chance to rise out of poverty.

Located in Barangay Atate, the housing development continues to grow, with four residential buildings under Phase 1 already completed and 198 families now living in the community.

With some of the lowest monthly amortization rates available, beneficiaries shared that they can now:

  • Afford home payments instead of renting
  • Save more for education and healthcare
  • Experience security and dignity in a stable community

Residents shared how the program changed their lives:

Donna Ramos, a 39-year-old fish trader, said owning a home has brought stability after years of uncertainty.

“Malaki ang impact sa amin. Dati, hindi sa amin ang lupa. Ngayon, masasabi naming amin na ito,” she said.

Vincent Geronimo, a 26-year-old medical technologist, emphasized how the program makes homeownership more accessible.

“Malaking tulong ito para sa ordinaryong Pilipino na magkaroon ng sariling tahanan,” he shared.

For Elsa Evangelista, a 28-year-old public school teacher, the program offers financial relief and peace of mind.

“Kahit maliit ang kita, magkakaroon ka pa rin ng sariling bahay,” she said, noting that it is especially helpful for minimum wage earners.

Meanwhile, Charushin Tolentino, a government employee, highlighted how the housing project helped keep her family together.

“Malaking tulong ito dahil kaya ang bayad at nakasama ko ang pamilya ko, lalo na ang parents ko,” she said.

On Thursday, President Marcos Jr. and Department of Human Settlements and Urban Development Secretary Jose Ramon Aliling visited the site to check the project’s progress and meet with beneficiaries.

Aliling stressed that the project reflects the administration’s goal of providing not just housing, but a better quality of life.

“Sa pamamagitan ng abot-kaya at dekalidad na pabahay, nagkakaroon ng dignidad, seguridad, at inspirasyon ang ating mga benepisyaryo,” he said.

He added that the Expanded 4PH Program is not just about building houses, but about giving Filipino families the opportunity to live with dignity and renewed hope.

Expected to be completed by 2028, the Palayan City Township Project is among the key developments under the program, which aims to create inclusive, resilient, and sustainable communities nationwide.

The DHSUD continues to lead the implementation of the Expanded 4PH Program, covering socialized housing projects across the country.
