PH Plans AI Industrial Hub in New Clark City to Attract High-Tech Investments



MANILA — The Philippine government is moving forward with plans to establish an artificial intelligence (AI) industrial hub in New Clark City, aiming to position the country as a key player in high-tech manufacturing and emerging global supply chains.

The proposed facility, set to rise on a 4,000-acre site within the Luzon Economic Corridor, is envisioned as the world’s first AI-native industrial hub. Officials say it will support the operations of technology-driven firms, particularly those involved in AI-related services and manufacturing.

Trade Undersecretary and Board of Investments (BOI) Managing Head Ceferino Rodolfo described the project as a “win-win” initiative, emphasizing its role in strengthening economic security, boosting industrial capacity, and creating opportunities for the local workforce. He highlighted the importance of upskilling Filipino talent to meet the demands of rapidly evolving industries.

The initiative follows the country’s participation in the Pax Silica Declaration, which has drawn interest from international firms engaged in AI technology, renewable energy, and infrastructure development.

As part of its commitment, the government has allocated land within New Clark City as an in-kind contribution and granted a two-year, rent-free period for master planning. If no progress is made within that timeframe, the property will revert to the Bases Conversion and Development Authority.

BCDA President and CEO Joshua Bingcang said the project will be developed in phases, with initial construction expected to begin within the first two years.

Officials believe the hub will not only attract foreign investments but also enhance the country’s role in the global AI ecosystem while supporting long-term economic growth.
