BMI: ‘Konektadong Pinoy’ Law Marks Landmark Shift in PH Telecoms and Digital Sector



MANILA – A new study by BMI, a Fitch Solutions unit, hailed the recently signed Konektadong Pinoy (Connected Filipinos) law as “the most radical overhaul of the country’s technology and telecoms legal framework.”

The law, enacted on August 23, paves the way for greater liberalization of the Philippines’ digital infrastructure and services sector by allowing third-party providers to use existing operators’ infrastructure—effectively addressing restrictions tied to congressional franchises.

“In principle, the law is broadly positive for the telecoms and technology market, but incumbents will need to closely monitor the development of the detailed implementing rules and regulations before adapting their business models and strategies for the new era,” BMI said in its September 3 market report.

According to the study, the measure is expected to:

  • Encourage new entrants, such as satellite operators, into the local market.

  • Enable existing players to expand infrastructure in rival territories or gain access to competitors’ networks under open-access rules.

  • Simplify regulations, making it easier for fresh investments in digital infrastructure.

While incumbents like PLDT and Globe may face stiffer competition, BMI noted they could also capitalize on the law by creating standalone infrastructure and digital services businesses to capture wider opportunities.

BMI echoed the Philippine Competition Commission’s stance that institutionalizing competition will lead to lower costs, better service quality, and broader access, especially in underserved areas.
