DICT-CAR roadshow eyes 8M new digital jobs by 2028



BAGUIO CITY – The Department of Information and Communications Technology (DICT) is ramping up efforts to empower the country’s digital creative workforce, aiming to generate eight million additional jobs by 2028.

During the “Lakbay Likha” digital creative roadshow held here Tuesday, Jhino Ilano, Director III of the DICT–ICT Industry Development Bureau, said the government is committed to ensuring inclusivity in the sector’s growth.

“We will ensure na walang maiiwan (that nobody will be left behind),” Ilano emphasized in his talk, Trabaho Digital: Road to 8M Jobs.

Ilano outlined five key strategies under the government’s digital creative program: building a robust creative ecosystem, empowering the workforce, accelerating inclusive innovation, mobilizing financing support, and seizing global market opportunities.

He cited that the Information Technology–Business Process Management (IT-BPM) sector is projected to generate over USD 40 billion in revenues this year, contributing about 8 percent to the country’s GDP. The target by 2028 is USD 59 billion.

The official stressed that the ambitious job creation target is attainable through upskilling, reskilling, and extending support to micro, small and medium enterprises (MSMEs) as well as freelancers.

Latest data show that the Philippines had 12.38 million digital jobs in 2024. With the planned expansion, the figure is expected to reach 20.9 million by 2028, spanning not only the IT-BPM sector but also e-commerce and freelancing.

For her part, Marigold Daguiso, section chief of the DICT’s Empowering Youth and Invigorating the Digital Industry (EPIC) program, said the roadshow also seeks to decentralize opportunities from major urban centers.

“This ensures that digital knowledge and opportunities become accessible to all Filipinos,” she said, adding that the initiative aligns with the Philippine Creative Industry Development Act and the priority agenda of President Ferdinand R. Marcos Jr.
