DHSUD Broadens 4PH Housing Program, Gains Strong Backing from Stakeholders



MANILA – The Department of Human Settlements and Urban Development (DHSUD) has expanded the scope of President Ferdinand R. Marcos Jr.’s Expanded Pambansang Pabahay Para sa Pilipino (4PH) Program in 2025, making it more inclusive and responsive to the housing needs of low-income Filipinos.

In a statement released Wednesday, DHSUD said the flagship housing initiative has been enhanced with new delivery modes to reach a wider range of beneficiaries, moving beyond its earlier focus on vertical or condominium-type housing that posed affordability challenges for many families.

Under the leadership of Secretary Jose Ramon Aliling, the expanded 4PH now includes horizontal or subdivision housing, rental housing, the Enhanced Community Mortgage Program (ECMP), incremental housing, housing under presidential proclamations, temporary shelters, and high-density housing developments.

“Malinaw po ang utos ni Pangulong Marcos Jr. — dapat maabot ng Expanded 4PH ang mga tunay na nangangailangan ng pabahay, lalo na ang mga nasa low-income bracket, mga nakatira sa danger zones, at informal settler families,” Aliling said.

He added that the expanded approach ensures housing solutions are better aligned with the financial capacity and actual needs of intended beneficiaries.

Streamlined Implementation

To improve efficiency, DHSUD assigned specific housing modalities to its key shelter agencies.
The Pag-IBIG Fund now offers a reduced interest rate of 3 percent for socialized housing and 4.5 percent for economic housing, alongside a mega sale of acquired assets.

Meanwhile, the Social Housing Finance Corporation (SHFC) leads the implementation of ECMP, high-density housing, and incremental housing programs, while the National Housing Authority (NHA) manages rental housing projects in addition to its regular mandates. The National Home Mortgage Finance Corporation continues to oversee secondary mortgage market initiatives.

Growing Support, Rising Accomplishments

SHFC has already revived 34 ECMP project sites nationwide, expected to benefit around 35,000 individuals, with assistance now being awarded to accredited homeowners’ associations.

The DHSUD also signed a memorandum of agreement with the University of the Philippines–Diliman for the Pook Marilag Residences, a pilot rental housing project for UP constituents set to begin construction early next year.

Aliling said the expanded program has gained strong backing from urban poor groups, housing advocates, and private developers. These groups have also helped identify potential sites for ECMP and incremental housing projects.

According to DHSUD, more than 34,000 housing units have already been taken out or are ready for takeout under the expanded program.

“We just need to sustain this momentum and continue improving the President’s flagship housing program,” Aliling said. “Under my watch, DHSUD remains open to dialogue with all stakeholders to ensure strong collaboration between the public and private sectors.”

He added that President Marcos remains committed to providing decent, safe, and affordable housing to give Filipinos a more dignified and secure future.
