Sen. Imee Marcos Urges One-Month Loan Moratorium for Typhoon-Hit Workers and MSMEs



MANILA – Senator Imee Marcos has called on government agencies and lending institutions to grant a one-month payment moratorium for workers, farmers, fisherfolk, cooperatives, and micro, small, and medium enterprises (MSMEs) severely affected by recent typhoons.

Marcos said the proposed moratorium aims to provide temporary financial relief for those who lost their livelihoods due to the devastation caused by Super Typhoon Uwan (international name Fung-wong) and Typhoon Tino (international name Kalmaegi).

Her appeal follows the Government Service Insurance System (GSIS) announcement of a three-month grace period on emergency loan payments for government employees and pensioners in affected areas.

“Hindi lang mga empleyado ng gobyerno ang nasalanta — kailangan tulungan din natin ang lahat ng manggagawa at maliliit na negosyante dahil sa oras ng sakuna sila ang unang nawawalan ng kita,” Marcos emphasized.
(It’s not only government employees who were affected; we must also help private workers and small entrepreneurs because they are the first to lose income during disasters.)

The senator urged other institutions—including the Social Security System (SSS), Pag-IBIG Fund, Small Business Corporation (SB Corp.), and the Department of Agriculture (DA)—to adopt similar payment holiday schemes for those struggling to recover.

Marcos also appealed to employers to suspend salary deductions temporarily, allowing workers to receive their full pay to ease their financial burden.

“‘Wag na muna nating kaltasan at ibigay nang buo ang kanilang sahod upang makahinga at makaahon sila sa pinsala ng bagyo,” she said.
(Let’s not make deductions this time and allow them to receive their full pay so they can recover from the typhoon’s impact.)

In addition, Marcos lamented the ineffectiveness of some government flood-control projects, which she said have worsened the impact of flooding in many areas.

“Hindi lang sila biktima ng bagyo, biktima rin sila ng palpak na flood control project ng gobyerno. Kahit ngayon man lang, huwag natin silang biguin at tulungan silang makabangon,” she added.
(They are not only victims of the typhoon but also of failed government flood-control projects. Let’s not fail them again—help them rebuild.)

With Christmas fast approaching, Marcos urged national agencies to act swiftly so affected families can begin their recovery and celebrate the holidays with renewed hope.
